With the development of logistics in China, logistics information has been the inevitable trend. All sectors of society to the needs of information have become more and more urgent with the development of global logistics. Facing the large accumulation of logistics data, every party of logistics must think how to use modern information technology and management idea to build a logistics information platform to collect, process, analyze and converge, it is particularly important,but also the main direction of research in this field.Therefore, how to build an efficient regional logistics information platform to integrate these resources to enhance the core competitiveness of regional economies in many areas has been the focal point. At present, Dezhou city, which identified as one of 179 national road transport hubs, has built many logistics networks to achieve these aims, such as Yunda logistics information network, Dezhou logistics information network, Dezhou logistics network and so on, these dispersed logistics plots played a larger role in promoting the Dezhou logistics in prior period, then, because of competitive barriers and distributed information, these status have play more and more obvious constraints in the development of the logistics industry. This logistics plat can achieve the overall development of logistics information in the northwest Hebei province, play the role of information aggregation benefits,not only can service industry of solar, central air conditioner,xylitol, Automobile Parts, liquor and so on, but also can built a plat which can deal with information form producing, transporting, loading and Unloading, packing, warehousing, processing, delivering and so on. All these things can meet the needs of government,logistics companies, industrial and commercial enterprises, service enterprises.Based on background above, information leading Group of Dezhou city, Dezhou city Services board council,Bureau of Information Industry of Dezhou city and so on, began to build logistics information platform in the September of 2008. This paper learn from actual construction experience of Dezhou city’s YunDa public information platform for Logistics park, analyzed relevant aspects about regional logistics information platform’layout and construction, and proposed some series, suggestions about Dezhou city’logistics information platform construction. This paper discussed about these problems:First, it has defined the concept of logistics information, has described logistics information to regional economy’great function, and pointed that the development of logistics information should service regional economy.Second, form the point of development of regional logistics industry, this paper systematically discussed the planning principles of logistics information platform, and comparative analyzed logistics information platform’s function orientation, implementation, model-building steps and business model.Finally, according to the theory about regional logistics information construction and regional planning, this paper adopted some methods, such as questionnaire survey, talking, case study and literature research to analyzed Dezhou city’s logistics needs, then proposed Dezhou logistics information platform construction’implementation mode and scheme.The research in this paper deepened the study of logistics information system from a regional perspective of the construction of logistics information, proposed theoretical guidance and practice models for Dezhou regional logistics information platform construction, at the same time, also has a certain significance as reference for the relevant urban area city.
