Abstract


As the change of talented person developing gradually today necessary to keep up with the market,the topic which the backland faces is:how to attract and retain the talented person,how to develop and optimize the talented person resources,and how to enrich and increase the talented person capital. Under the marketable environment and the market distribution of the talented person resources, there are two-way job choice between the talented person and the employment site ,that leads to no forces to suppress talented person’s flowing . Now more and more people from all walks of life are paying attention to the question of brain drain,which specially in backland. How to solve the problem of the talented person drain,different people have different views.The thinking of this article is that in backland we should set up the scientific ideas of talented person,and envisage the relations between the talented person drain and the talented person flow,and guide the talented person to flow from the disorder changes in the mountain area to the order .With an eye to the demand for talented person’s undertaking,and the requirement of talented person’s actualizing their own personal worth,we should start with the optimization of the department interior microenvironment,and the treatment of the region society big environment, and take different measures to provide the space and the stage to talented
