Since the beginning of the new century, the rapid development of the world's biological energy attracted enthusiastic about its function and affect controversy. Especially in recent years the high global food prices lead to the occurrence of the \Of bioenergy development policy therefore, countries from the beginning of 2007 prohibited the expansion of grain as raw material for bioenergy production. Government planning of fuel ethanol and biodiesel production reached 10 million tons and 200 million tons respectively in 2020, and clearly that will be achieved through the development of marginal land and planting non-food energy crops. Since the development of bio-energy and agriculture, rural areas are closely related, the development of bio-energy in China in particular, should carefully consider the positive effects of its negative effects on food security and rural development. This is also where the research content, including domestic and international bioenergy developments and future trends, the reasons for the recent increase in food prices, China's bio-energy development impact on future food prices and food production and rural incomes. The article uses a combination of qualitative and quantitative analysis carried out a detailed analysis of the relevant issues, the basic conclusion is: the world's bio-energy development is showing a trend of global expansion in fossil energy to reduce the pressure and the deterioration of ecological environment, which means that the search for fossils responsibility for alternative sources of energy should not be slack, to explore the further development of bio-energy is not a simple \passed by the international market, the use of bio-energy production of stale rice domestic grain prices insignificant, it should be a rational view of the development of bio-energy in China; course, our natural resources relative to population is very scarce, the development of bio-energy is inevitable diverted agricultural resources, quantitative analysis also shows that the short-term bioenergy development will reduce food production to rising food prices, has brought great challenges to China's food security and agricultural production; less negative impact in the case of considering technological progress, and food prices will increase farmers' income, to stimulate farmers committed to agricultural production, the future existence of the possibility of cancellation; bioenergy industry development will also provide new jobs in rural areas, a large number of absorbing surplus labor in rural areas, so as to make up for the lack of urbanization, promote rural regional development. Therefore, the Policy Implications: to explore bioenergy development stage, China should make full use of the opportunities brought about by the short-term development of bio-energy for rural development, and as a priority target for bioenergy development; should strengthen scientific research and development, research new bioenergy technologies (especially the second generation of bio-energy technology), to improve the efficiency of agricultural production, which is an important factor to decide the future of the bioenergy; fully estimate the possible negative effects in the process of the development of bio-energy, caution marginal land The development includes the accurate determination of the ecological quality, reasonable choice energy species, effective assessment of the human and material resources, and improve the social security system to ensure that rising food prices caused by poor food safety.
