Abstract


The Scientific Papers evaluation is one of the important content of technology evaluation. Many units during scientific research performance appraisal, according to the journal impact factor evaluation papers, but in fact, overestimate or underestimate phenomenon will appear in the journal impact factor evaluation paper, paper assessment distortion. In order to explore the reasons for this phenomenon, this article from the journal impact factor with papers cited frequency of the two most important bibliometric indicators start, journal impact factor, the paper cited the frequency as well as the relationship between the two. Explores the generation of journal impact factor, the concepts and methods of computation, summarized the citations motivation, citation habits, journal editors processing, statistical life, statistical sources published library disciplinary nature, periodicals nature of impact \many domestic and foreign scholars on the impact factor correction method. Between each other through papers cited constitute citation networks, especially with the cited analysis in the field of Science and Technology Evaluation prospects prospects citation analysis. Followed by a scientific research institutes, for instance, to study the journal impact factor and the papers cited the relationship between the frequency, the results reflect on the value of the paper in the form of journal impact factor, the paper cites the main thesis academic value a reflection of the academic value of the papers decided by its content.
