Abstract
Curriculum development is a new round of national basic education curriculum reform is an important step, but also China's implementation of three course management policy is an important component. Based curriculum development essentially is a school-based curriculum program planning, design and implementation process. To improve the quality of school-based curriculum development, we must strengthen the curriculum program in the planning and design, implementation and evaluation of the implementation of three stages. In this sense, the school-based curriculum development process, but also to evaluate and improve the process of curriculum programs. However, a long time, the field of evaluation of primary and secondary education for teachers and students to focus only on the evaluation, ignoring an important area, and that is program evaluation. Therefore, the topic of this article is to put forward for the missing. This narrative is divided into four parts: the first part, mainly on the historical context of program evaluation to sort out and analyze program evaluation in the history of the development process generated several more mature, effective evaluation model, in order confirmation program evaluation should uphold evaluation concept, as well as the elements involved in program evaluation. Meanwhile, the collation of documents, providing a scientific and effective program evaluation criteria. This part of the program for the construction of school-based curriculum evaluation model provides a theoretical basis. The second part, the first classification of the curriculum programs, school-based curriculum program clear connotation and denotation. Evaluation of school-based curriculum program then analyzes the characteristics of elements, and try to build \The third part focuses on school-based curriculum as the practice of program evaluation. School-based curriculum program evaluation model, specifically addressed how different assessment body prior to implementation, implementation and post-implementation of the three phases to carry out reasonable and effective evaluation activities. To this end, the paper provides some evaluation strategies, methods and tools, along with some related evaluation practice cases. The fourth part describes effective school-based curriculum program evaluation must have the condition, express-based curriculum program evaluation is not just a theoretical problem, but more importantly is a practical issue. Therefore, this paper proposes an effective program evaluation based curriculum implementation requires organizational, institutional, personnel on the protection.
