Abstract


The quality of education is fundamental for higher education , teaching reform is the core of higher education of the reform . In order to promote higher education reform , to improve the teaching quality of higher education , since 1989 , the Ministry of National Education (formerly the State Board of Education ) began to research colleges and universities the majority of educators in practice selection and award . This will greatly promote the teaching reform process has had a profound impact on how to improve the quality of higher education . However , due to the lack of scientific and reasonable evaluation index system , colleges and universities outstanding teaching achievements vote rewards activity is still rely on the wisdom and experience of experts reveals qualitative level , but also gradually revealed many problems . In order to further promote the teaching reform project of the new century , on the basis of theoretical studies , the Hubei Provincial Department of Education , some colleges and universities rely on the use of literature research , survey research , social statistics , initial build of the colleges and universities of Hubei Province study the effect of the teaching reform project evaluation index system .
