Abstract


The civil service is an important part of our personnel , they assume the functions of the national administration . Ability and quality of the civil service determines the management capacity of the party and the country , to determine the party's governing level and national level . Building a reliable political , excellent quality , strong and effective county (city) level civil service , which is the basis of the level of quality of civil servants of the entire country , but also related to the party , whether in the principles and policies of rural able to implement the key .
