Abstract


United States Government and the education sector has been extremely concerned about the issue of teachers wage system. American has experienced four large-scale reform of the wage system for teachers: accommodation wage system, grade wage system, single wage system and performance pay system.On these wage reforms, performance pay system reform was undoubtedly the most in full swing. From the initial experimental attempts to merit pay in the early 20th century, and then to teacher performance pay, pay for performance system has spanning a century. From the initial attempt failed to the improvement and the gains now,It experienced a number of reforms and developmens during the period. The implementation of compulsory education teacher performance pay system is implemented later in our country. There are differences between the two countries, but pay for performance in the United States obtained successful experiences and problem encountered in practice are worth learning and reflecting.The paper consists of the following four main components.The first chapter reviews historical evolution of teacher performance-based compensation in U.S. public school . Teacher performance pay in U.S. has experienced reforms of four historical periods.The second chapter elaborates the theoretical basis of performance related pay in American,and it laid the theoretical foundation for performance pay reform.The third chapter analyzes the current state of the performance pay system.It firstly explores the meaning of teacher performance related pay,and then focuses implementation model of teacher pay for performance in American K-12 education system:individual performance pay system,the school system and the the mixed performance system.Finally it concludes the characteristics of the current teacher performance pay system according to the implementation modes.In the fourth chapter,I evaluate teacher performance pay system for the United Stated.Firstly it analizes the characteristics of American public school teachers performance pay system.Secondly,it illiustrates the effectiveness of the teacher performance pay system,respectively,to clarify positive effects to the students,teachers and the school itself.Thirdly,the lack of teacher performance related pay in the U.S public primary and secondary school is analyzed.Fourthly,it predicts that the trends of the U.S.public school teacher performance pay system.
