Abstract


The difficulty and emphases of new rural reconstruction is in poverty region. The poverty eradicate is the precondition and the foundation in building socialism harmonious society. Poverty alleviation is one of the most important task of new rural reconstruction. The new poverty alleviation system should be established to suit the new characteristic of poverty alleviation in the new stage.Participate consciousness, participate action and participate effect were analyzed and discussed by investigating the behavior of the farmer individual, the community and the organization in participate poverty alleviation (PPA) project to provide a reference case for establishing the new poverty alleviation system of People Participate.
