Abstract


In modern society, with the advancement of science and technology, the development of social productive forces and daily reinforcement of global interaction, the frequency and complexity of crisis continuously increase. When we are faced with the catastrophes of crisis, it challenges the public government and the ability of public leaders. Thus the management of crisis will became the most important task of public leaders. During the process of crisis management reply, the public leaders of our government play a key role in protecting people’s lives and property. However, a large amount of faults and failures of crisis management still exist. Therefore, for breaking through the plight of crisis management, strengthening leaders’governing capability and safeguarding the government image and credibility, how to promote the ability of crisis management of public is tremendously significant.On the basis of informed achievements, the paper comprehensively utilizes some theoretical knowledge of Science of Public Management, Leadership Studies, Sociology, Politics, Economics and Psychology. This paper intends to analyze and estimate the capacity of our government leaders’crisis management in order to objectively and accurately evaluate the current status and effectively promote the capacity of our government.Part one is Introduction. This part mainly consists of the current status of domestic and foreign research, the meaning, the research method and thought, and innovation and deficiency.Part Two is Relevant theoretical outline. This part defines the meanings and features of public crisis management and public leaders’crisis management, and analyzes the frame of public leaders’crisis management and illustrates the significance of public leaders’crisis management.Part Three is Analysis of insufficiencies of our public leaders’crisis management. This part firstly analyzes the current status of public leaders’crisis management by serving as examples to get the insufficiencies of our public leaders’crisis management. Secondly, the paper mainly analyzes the reason of insufficiencies of our public leaders’crisis management to conclude that it results from poor objective quality of leaders and inadequate subjective guarantee.Part Four is Effective approaches of promoting our public leaders’crisis management. This part mainly focuses on the current status of public crisis management. Firstly, it provides the approaches of promoting the quality of public leaders, that is self-cultivation, theoretical study, education and training, practical experience and so on. Secondly, the paper provides the guarantee of promoting public crisis management that is to build and improve rules and laws, mechanism, resources and cultural environments and so forth.
