Abstract


Rural public facilities including water conservancy , rural roads and rural infrastructure and other projects related to people's livelihood, medium-sized , its vital to the development of agriculture in China . As China's socialist market economy and the sustained and rapid development, China's existing supply system of rural public facilities can not adapt to the new situation demands comprehensive development of the agricultural economy , become an obstacle to the construction of new socialist countryside bottleneck . Change the insufficient supply of rural public facilities the status quo , for the majority of farmers to provide the necessary daily production of rural public facilities , has become China's rural economic development a major issue can not be avoided . This departure from the site visits , a profound analysis of the top-down modes of supply of existing evils , and thus lead to imbalance in the supply of rural public facilities and inadequate. And then based on the theory of public economics analysis of rural public facilities in favor of private goods belonging Congested quasi-public goods , followed by an analysis of the rural public facilities and pure public goods difference , which made rural public facilities provided by the market feasibility . Finally, public facilities in rural areas in favor of private goods belonging Congested quasi-public goods under the definition of this characteristic , this paper analyzes examples of rural public facilities provided by the market efficiency , necessity , feasibility and superiority , and gives policy recommendations.
