Abstract


Constrained by historical reason, in the past hundred years, our library both in practice or in theory, all failed to public library as a kind of realizing the information system of justice and security given full attention. As the changes of The Times, the development of economy, public library system in modern society become increasingly important and urgent. This research will be fully elaborated the basic meaning of library system structure and library development has the fundamental guarantee significance, the author public library development process, the government should bear responsibility. This paper further demonstrated library development and government responsibility relationship; Clear the system structure of library system; Build system of library science theory system. This research helps recognize library system attributes; In the development of library for clarifying government career in responsibility; For the library system innovation to provide theory and method support.
