Abstract


Emerging since the Industrial Revolution , the Great Depression , the unemployment problem along with economic development , technological advances have been plaguing the economy of the modern state . The existence of a large number of unemployed , will affect a country's economic development and social stability , many countries have placed a country's economic and social policy concerns first solve the unemployment problem . Unemployment insurance is an effective policy taken by the state or government to ease the pressure of unemployment and promoting social employment . Unemployment insurance system in China from 1986 formally established the run so far, has played a positive role in many aspects , safeguarding social stability , unemployment insurance by leaps and bounds . However, with the accelerating pace of China's economic reform , economic structure adjustment to push the current sharp increase in the total amount of unemployed persons and the unemployment rate increased year by year , exposed many of the existing unemployment insurance system can not meet the demand . Faced with this situation and pressure , we must establish the operation of effective unemployment insurance system in order to shorten the time of our country on the road ahead of exploration , the most direct way is to learn from the experience of the foreign unemployment insurance system , combined with China's national conditions to improve our unemployment insurance the system . Looking at the developed countries to establish the experience and development trend of the unemployment insurance system , unemployment insurance system in the United States relatively late , but has formed a sound and scientific system , especially the United States federal - state co-management system , inhibit the unemployment rate has played a very active role in promoting employment . This article is for experiences and explore the road of thinking, analysis by introducing the main content of the course of development of the unemployment insurance system , composition and management system , and the characteristics of the unemployment insurance system in the United States . Finally, the problems of the unemployment insurance system in China is a more comprehensive analysis and research , and then learn from the experience of the unemployment insurance system the countermeasures proposed the establishment of the unemployment insurance system with Chinese characteristics .
