Abstract


The supervision and administration of work safety has become an important means of administrative management our government to perform because work safety, which is the inevitable demand of the scientific outlook on development, is not only closely related to people’s life and property security but also the important guarantee of the social stability and orderly development as well as the construction of harmonious society. On account of China’s demarcation of national administrative zones according to the division of provinces, provincial governments have irreplaceable function on social management. Of course. Provincial Government administration of work safety, as the mainstay of production safety supervision and administration, has the important responsibility of the supervision and administration of work safety, assuming tasks of provincial supervision and administration of work safety. However, the supervision and administration of work safety involves all fields, so other government departments also bear indispensable responsibility on the supervision and administration of work safety. In China, according to the design principle of governmental organizations, administrations of work in different levels safety take responsibility for government in different levels, that is to say, province-level ones for provincial government; country-level ones for country government, in addition to the complexity of administrative organization structure, so the provincial administration of work safety has to face the intricacies of the intergovernmental relations network during it exercises its function. How to deal with these relations has been a problem the provincial administration of work safety has to face.This paper, based on study on the intergovernmental relations, attempts to provide a new method for study on the supervision and administration of work safety. In order to expound the problem, the paper is divided into five parts, the first part analyzing the background, which is proved to be the time of the social transition, of supervision and administration of work safety which present stage provincial governments rely on; the second part mainly analyzing the supervision and management of work safety at the provincial level based on the intergovernmental relations; the third part being for the empirical analysis on the supervision and administration of work safety work in Shanxi Province; the fourth part being for the countermeasure analysis on deficiency of provincial supervision and administration of work safety from the perspective of intergovernmental relations; the fifth part summarizing this paper.
