Abstract

Nowadays the escalation of industrial structure has become the current task of the world.With the rapid speed of Chinese industrialization changing economic structure and transforming the method of economic development have become the urgent task to keep the economic development healthy and rapid. National economic development demands the quantitative equilibrium and the qualitative equilibrium in order to keep aggregate demand and aggregate supply in balance. It is necessary that we should adjust supply structure to adapt to the change of demand structure in order to keep aggregate demand and aggregate supply in balance.Recently the economic development of Hebei has steps into the stage of consumption leading. The optimization of the residents’consumption structure has become the main impetus of the economic development. On the one hand from the aspect of aggregate quantity consumption demand is the most important ’wagon’. Consumption demand is the lasting impetus of economic development. The impetus of economic development may realize the transformation from relying on investment and export to relying on interior demand and exterior demand to accomplish the transformation of economic development method. On the other hand from the aspect of structure it is the change of residents’ consumption structure that firstly infuences industrial structure which plays a great role in the optimization and escalation of industrial structure. The perfect industrial structure may make best use of the supply of resource and satisfy the the change of consumption structure. The change of residents’consumption structure will influence the optimization of industrial structure by the effection of the industrial correlation. The optimization of industrial structure may promote the development of economy in good state.The optimization of residents’ consumption structure may drive the adjustment of industrial structure. During the international evironment of the escalation of industrial structure we should adapt to the law of economic development to drive economic development to realize the transformation of the economic development from investment-driving to the cooperative industrial development-driving and the optimization and escalation of industrial structure-driving with the guide of the optimization of residents’ consumption structure on the basis of the optimization of industrial structure.The paper is based on the critical stage of the optimization of the residents’consumption structure and the escalation of the industrial structure of Hebei. On th basis of the theory of relational change of consumption structure and industrial structure this paper firstly analyses the relational change about consumption structure and industrial structure of Hebei by dividing the period from 1993 to 2006 with the year 1997 into production leading stage and consumption leading stage. In this part we may draw the conclusion that the optimization of the residents’ consumption structure drives the development of economy at speed afer 1997 when the economy of Hebei has stepped into the buyer market of consumption leading. Secondly with the application of ELES model,grey forcast model and input-output model this paper analyses the relational change of consumption structure and industrial structure from the aspects of structure and aggregate quantity and the aspects of horizontal and vertical to seek the current prombles and the trend about the residents’ consumption structure and to analyse the reasons of restricting the optimization of industrial structure. The paper make suggestions about the industrial development according to the new trend and the results of the index of the productive inducing coefficient of residents’ consumption. Then it measures and appraises the harmonious degree of the residents’ consumption structure and industrial structure with the application of the theory of consumption harmony and the harmonious matrix. This paper discovers that the degree of harmony is not high. At last in light of the above results of the qualitative and quantitative analysis the paper put forward some suggestions on how to promote the escalation of industrial structure with the guide of the change of the residents’ consumption structure, facing with the staged characteristic and difference between rural residents and urban residents.
