China’s utilization of foreign capital for infrastructure construction contains Sino-foreign joint ventures, Chinese-foreign cooperation, and wholly foreign-owned, BOT, BT and so on, Chinese-foreign cooperation is used widely in the old times, which is relevant to China’s reform and opening up process , this approach can provide some preferential droids and will be conducive to attract foreign investment. As the development of China’s market economy and a rising degree of the economy, the Sino-foreign joint ventures, wholly foreign-owned and BT will be used more and more widely. Also, the State Development and Reform Commission and other departments in charge of investment, emphasis on the use of BT in building infrastructure, it indicates the national policy is to support the development of BT projects.This paper is based on project management theory and economics theory, with the adoption of demonstration research and norms research. Firstly, according to the development background of BT financing mode in the domestic and international bound and China’s economic system, the significance of using BT financing mode is analyzed, the character and advantage of BT financing mode are also illuminated. Secondly, with the research of legal characteristics and policy gist of BT financing mode , the use and operation process of BT financing mode are standardized ;By BT financing project risk analysis studies in waterways, roads and urban rail transportation, identify the existence of the problems and put forward corresponding countermeasures;By the analysis of BT financing risk model, financing risk model is established, corresponding risk prevention and countermeasures are brought forward. To standardize the construction management of the BT project, and prevent financial risks effectively. Finally, by the application of BT financing method in Chongqing Municipal traffic infrastructure construction projects, the applicability, importance, and necessity of BT financing method used in China’s traffic infrastructure construction is clarified.This paper combine Chongqing Municipal traffic infrastructure construction projects and the application of BT in the waterways, highways, urban rail transit infrastructure construction projects BT financing application , the applicability, importance, and necessity of BT financing method used in China’s traffic infrastructure construction are more effectively clarified .This study deepens the understanding of BT financing method, it plays a guiding role to local major traffic infrastructure investment and financing work , and it is conducive to the further research and extension of BT model.
