With the rapid development of national economy, the scale of urban construction is expanding and the level of urbanization is increasing day by day. Meanwhile, it appears the serious imbalance between huge traffic demand and limited traffic resources in the city. On the basis of the comprehensive comparison and the foreign experience, it founds that the development of urban public transport will be the best way to solve urban traffic problems in China. To develop public transport and carry out the bus priority have become the main content of the transport development strategy in many major cities. However, as the relative backwardness of bus priority measures’s implementation, urban public transport is not optimistic.As an important means of bus priority, bus lane is the most effective way to improve the condition of public transport. With the Characteristics of fast, safety and comfort, it can be used as an important form of the transition from Normal Bus Transit to Bus Rapid Transit, it’s more suitable for our country’s current situation.This paper mainly studies the design and effect assessment of bus lane, Among them, the research of design including settings condition, setting form, width, isolation method and station of bus lane. The study of the effect assessment introduces and analyzes the present evaluation index of bus lane that without considering the average travel time of people, in order to reflect the essence of bus priority is people not vehicles, it puts forward the per capita travel time as a evaluation index and makes it use of modeling. Then, with comparative analysis, it sets quantitative and qualitative evaluation to relative change of road benefit when installing the bus lane before and after, to determine the feasibility of the design scheme.Finally, as Xi’an city for example, it analyzes the present public traffic situation and bus lane Settings, and bring forward the design scheme of bus lane between Yadi Rd. and Laodong Rd., and make an effect assessment.
