Land resources is the city relying on other resources, urban development must be based on a certain supply of resources on the basis of the land. With China's sustained and rapid economic growth and urbanization process accelerated, our increasing demand for urban land. To fast-changing market conditions respond quickly to the need of modern technology to capture and timely market information. Even after the implementation of the land reserve system for the regulation of the stock of land supply is not strong, urban real estate prices rose rapidly, land supply system is unfair, inefficient on supply management. Although the land reserve system is considered China's urban land use system of the \Urban Land Supply System in the city as part of land-use system. Land supply is the first part of land use, urban land use to solve the problems in the supply of land problems, we must start from the source of the problem. Not sort of urban land supply management system, we can only rely on time and time again special treatment, such palliatives way to temporarily maintain the land market stability and prosperity. To regulate the land market, we must first control the supply of urban land; to improve the efficiency of urban land supply, it is necessary to strengthen the management of urban land supply. This paper proposes the supply of land and its management will work as an integrated system, the integrated use of normative analysis and empirical analysis, qualitative analysis and quantitative analysis, analogy and comparison and combination of various methods learn from foreign experience in land supply management success, through inductive and deductive, attempts to explore the reality behind the problem root system, then build for China's actual situation of urban land supply management system framework and proposed specific measures. Paper is divided into eight chapters, from a structural point of view, can be divided into four parts. The first part (introduction), introduces the research background and significance, domestic and foreign research trends, the study defined, research ideas and research methods, content and major innovation. The second part (chapter to chapter IV) is the theoretical preparation and problem analysis section, the main research involved in the management of urban land supply to urban land supply and demand balance, and China's current urban land may oversupply factor analysis, urban land supply management of urban land spatial expansion and its control action for a simple discussion, and on this basis, Analysis of current urban land supply system and its management effectiveness, proposed management of urban land supply modes of supply, decision-making mechanism , regulatory mechanisms and management of technical and other defects.
