As a strategic non-renewable resources, vanadium is more widely used in iron and steel, batteries, chemicals, metal alloys, glass and other industries with high application value. Compared with other non-ferrous metal industry, vanadium mineral dressing and smelting industry has a long process, the complexity and diversity of process, abundant pollutants and other characteristics. With the rapid development of China’s vanadium industry, environmental problems brought by vanadium industry become increasingly serious. Cleaner production is a new prevention strategies of pollution which turns end-of-pipe treatment to the control of the entire process. However, the index system of clean production evaluation on vanadium industry is still not built in domestic.So, it is an premise and important means for clean production of vanadium mineral dressing and smelting industry by hydrometallurgy to develop the research on clean production evaluation systems from the perspective of clean production, which is of great importance to the intercoordination and developing among vanadium mineral dressing and smelting industry’s economic, environmental and resource.This airticle that based on the summarize and analysis of clean production’s theory at home and abroad, analysing the whole process of anadium mineral hydrometallurgical process and referring to relevant research and examples of production on current vanadium mineral hydrometallurgical, builds the index system of clean production evaluation on vanadium mineral dressing and smelting industry, which takes a vanadium mining enterprises in Shaanxi Province as the study object. The main conclusions are as follows:(1) On the basis of introducing the process of vanadium dressing and smelting industry by hydrometallurgical, the paper has proposed cleaner production means and laid a solid and reliable basis forthe scientific and objective establishment of the index system of clean production evaluation on vanadium mineral dressing and smelting industry by hydrometallurgical.(2) According to the related research results on vanadium mineral dressing and smelting industry by hydrometallurgical, this paper has filtrated a set of quantitative evaluation index system of cleaner production composed of 23 indicators in five major categories, which includes indicators of resource and energy use, production and technical characteristics indicators, resource utilization indicators, indicators of pollutants, indicators of production.And the qualitative evaluation index system composed of 13 indicators in 3 major categories has been built, including the compliance of the technology of the State’s important encouraging development, the establishment of environmental management systems and cleaner production audit, the compliance of implement the environmental regulatory.(3) Taking a vanadium mineral enterprises in Shaanxi for example, based on the level of cleaner production assessment, this airticle has found out some problems, such as some indicators is obvious large in the indicators of energy use of resources like the consumption of sulfuric acid per tons of ore and the indicator of ammonia consumption per tons of ore, some indicators is flat in the production and technical characteristics indicators like indicators of leaching.there is a big gap between the indicator of product integrated recovery and the indicator of complex utilization of the tailings, ammonia emissions index and sulfuric acid mist emissions index respectively exceed nine times and 2.33 times as the baseline evaluation in pollution indicators and so on. And cleared the direction of cleaner production, improving the scientific basis on developing practical, effective measures and recommendations for clean production of enterprises.(4) Based on the improving direction of cleaner production, this airticle has proposed cleaner production measures in five areas, such as improving the utilization efficiency of energy and resource, optimization of production technology, complex utilization, control of pollutants, clean production audit and so on.lt provide an effective way for companies to achieve energy conservation, energy, pollution reduction, efficiency and enhance the level of clean production.(5) By analysing the cleaner production instance of a vanadium mineral enterprise in Shaanxi, this paper has found that the evaluation index system is basically able to scientifically and objectively reflect the cleaner production levels of vanadium dressing and smelting industry by hydrometallurgical and there are some strongpoints as easy access to index, operable, and the objective results of evaluation, etc. Moreover, it is very proper for vanadium dressing and smelting enterprise by hydrometallurgica to carry out cleaner production evaluation.
