Abstract


In 1986, the state of tourism written \Since then, all over the country for tourism planning to give a high degree of attention and concern, and actively mobilize various forces, all regions have started to develop tourism development planning. This paper attempts to administrative law perspective, the process of tourism planning results and make adjustments, emphasizing the public interest and public participation in tourism planning inconsiderable role in ensuring that tourism planning process rationality and legitimacy enjoyed from the macro to protect public the rights and interests deserve. Text is divided into five parts. The first part is the planning and tourism planning overview, mainly on planning concepts, from home and abroad are summarized in the definition of tourism planning is suitable for China's tourism planning point. And the history of domestic and international tourism planning and development are reviewed, as well as on the nature of tourism planning legislative situation was analyzed. The second part describes the system of public participation in tourism planning, public participation in tourism planning analyzes the theoretical basis and necessity. The third section describes our current public participation in tourism planning in the status quo, the problems identified and carried out analysis of the causes. Section IV presents the program of public participation in tourism planning system to build ideas, learn from the advanced experience of developed countries, combined with the actual situation of China's tourism development for the lack of institutional and legal imperfections, in our build public participation Tourism and travel planning system planning legislation gives his own advice.
