Abstract


Through the investigation and study of domestic and foreign poultry consumption and their safety status, the article took field research in Guangzhou, Dongguan, Shenzhen, Zhongshan and other cities of the Pearl River Delta on live poultry markets in aspects of their experience and existing problems regarding the general management and the management of animal epidemic prevention. After a year of surveillance on the poultry antibody levels in the live poultry market in Dongguan, we are now aware that the pass rate of the market poultry antibody level are generally low, the maximum only reached approximately 60%, which indicates that the risk of Avian influenza in the live poultry market is comparatively high, and that there is a hidden danger in safety control. It also increased the risk of the occurrence of public health events and environmental pollution, and may lead to disorderly market competition, thus increase the cost of government supervision. Therefore, the article proposes to take the following measures to regulate the live poultry market:(1) the Municipal Government should take the lead to supervise the market; (2) progressively improve the supervisory system; (3) each town government (Office of the streets) should assume the supervision responsibility of their respective jurisdiction; (4) the related enforcement departments should cooperate with each other; (5) further strenthen the prevention and control of the major animal disease; (6) carrying out the sentinel poultry slaughtering.The article proposes "the sentinel poultry slaughtering, Sell poultry carcass", mainly analyzes and describes the necessity of developing the sentinel poultry slaughtering., It is contributory in improving the level of safety of poultry products and reducing the probability of occurrence of major animal epidemic to bring the sentinel poultry slaughtering into the major animal epidemic diseases and food safety regulatory plan. This article generalized the overall status in Hong Kong, Beijing, Zhejiang, Chengdu, Chongqing, Shanxi, Liaoning and other regions where sentinel poultry slaughtering are presently or about to be carried out, hence proposed the following measures to carry out the sentinel poultry slaughter:increase propagandist strength, and strive for consumers to understand; improve relevant laws and regulations, and formulate management measures; rationally plan poultry slaughter; strengthen the supervision and quarantine, and strictly investigate and punish illegal acts; to sum up experience, and progressively promoting and implementing sentinel poultry slaughter.
