Abstract


China since the late 1990s to implement reform of departmental budgets since it was first proposed in 2003 to emphasize performance -based budgeting principles, performance budgeting forms for quite a long period of time to deepen the reform of departmental budgeting important topic. With the rapid development of customs business and financial reform deepening , the customs administration costs continue to increase per capita . Meanwhile, the Department budget gap hard long standing problem of the external audit and supervision efforts continue to increase , the budget execution of customs made ​​more stringent requirements, customs management funds in the absence of performance evaluation mechanism , in building a conservation- ED long way to go . This article is based on the customs system reform and development of the current status of the department budget , through the establishment of a sound performance evaluation mechanism to optimize the customs department budget thinking to explore the implementation of performance budgeting system in the customs of the specific ideas and work steps , emphasizing the Customs budget management in the introduction of performance budget of the department budget reform has an important role .
