Educational TV station is set by nation to serve its mass population and is an important media that embodies the idea that the development is for people, from people and enjoyed by people. It is the obligation of a TV practitioner to ensure that audience enjoys a high-quality educational program as it is as well an indispensable factor to improve educational justice and construct socialistic harmonic society.China’s educational TV has been experiencing many problems during its development. To establish a culture brand upon China’s educational TV and construct an educational TV brand that has world-wide influences, one must pursue a self-dependent policy and at the same time make reference to successful management and marketing strategies of other countries, and build up the culture brand of educational TV with innovative and creative minds. It is a target, an ideal, and also a driving force. The context of media policy influences the creation of a culture brand. The reform and innovation of educational TV is a practice that greatly influenced by context. TV grogram is a special commodity that resorts to the minds of audience and can not be entirely tuned by the invisible hand of market. The development of educational TV is only possible under positive policy context: integral legislative system, reasonable policies and sound management.An educational TV station should beware not be marginalized in educational field or in TV field. It should hold firmly the education as its primary aim and blend the very characteristics of education and TV. An educational TV media should pursue a strategy that combines its unique characteristic with popularization and brand-establishment. An educational TV media should practice as main-stream media and face audience rating positively, and establish itself a socially-recognized and favored educational media.
