For any countries and regions, and all sectors of society, poverty has always been the generally concerned and long-term content. The devotion of the area has fully embodied the social common development and the humanities. In view of the vigorous development of domestic and international tourism in the past two or three decades, practicers and researchers at home and abroad happen to coincide to combine tourism with poverty in order to eliminate(decrease) poverty by tourism. Judging from the current view, not only from the actual poverty reduction for the poor, but also from the combined effects of the implementation of the projects, there has been in excess of the expected results.However, compared with the studies of tourism and poverty elimination and the effectiveness and importance of the approach, the relative researches of "using tourism to eliminate (decrease) poverty" are far less than the need which was especially evident in China. Moreover, in China, related studies are lack of the communication with the international advanced concept (PPT), the research and practice of the pattern of small-scale rural area, and the quantitative study. On the basis of full comparative study of China’s eliminating poverty by tourism (CEPT) and PPT, the study focuses on the general pattern and the threshold model of small-scale rural area and the probability model for poor families involving in rural tourism. Follow the idea of "raise questions→analyze→solve the problem", this paper is divided into the following seven sections:In chapter 1, the background, the significance, the focuses, the methods and techniques line, and the innovation points of this study have been presented briefly.PPT is the premise of this study and the correct understanding of PPT is inseparable from the analysis of its predecessor - "International tourism and anti-poverty research". Therefore, in the second chapter, there is a tracing to the source discussion of the domestic and international research in the field, especially in the research and practice of CEPT which lays the foundation of the pertinence, feasibility and innovation of the study. Chapter 3-6 are the key points of the study which make up most of the paper. Although PPT has mainstreamed the approach of "eliminating poverty by tourism", as an exotic approach, in China there needs to integrate PPT and our reality before application to avoid the risk of coping. Therefore, in the third chapter, there are deeply compared studies between PPT and ST-EP (Sustainable Tourism-Eliminating Poverty) and CEPT. The results point out that there are three combined aspects of government function, supply chain and marketing between CETP and PPT which provides a theoretical and practical basis for PPT’s "localization in China".In the fourth chapter, the general pattern of CETP in small-scale areas has been constructed by using case study of CETP in Shuangquanzhuang village (in Mashan town, Jinan city, Shandong province) in which the researcher has been concerning and tracing from 2003 to now. On the basis of the first-hand data and in-depth analysis, the researcher developed two key variables of the general pattern of CETP in small-scale areas: institution design and tourism industry. Subsequently, from the angles of macro-and micro-economics, and other subjects, the researcher analyzed the status and scope of tourism industry in CETP and the relationship between ICTs and CETP.The main content of chapter V is to explore the threshold for small-scale rural areas intervening CETP which is the most fundamental issue in CETP. A universal and maneuverable model for small-scale rural areas intervening CETP has been constructed by using data and material deriving from state-level demonstration spots of Shandong province, AHP integrating Delphi Method, and the results from matrix analysis in Expert Choice 11.5. In that chapter, this study also generalized rural tourism at home and abroad, which lays stress on the evolution and main models of domestic rural tourism.Chapter VI addresses the threshold for poor families intervening CETP which is another fundamental issue in the study and practice of CETP through case study of Baozi village, in Yeliguan town Lintan county Gansu province, which is a state-level poverty-stricken village. First of all, the author constructed systemic technical line in this part. To ensure the scientificalness and integrity of the data, we use Comprehensive family survey which has been proved to be effective and time-consuming and the most difficult during data accessing. Moreover, In the course of family survey, we compiled the information table and carried out pre-investigation and formal investigation procedures in strict accordance with the scientific norms. On basis of what have been conducted above, the optimal probability model has been presented by using Binary Logistic Regression run in SPSS and according to the results of Overall Percentage of correct, the tests of significance level and Hosmer and Lemeshow. Finally, the author discussed the model and the variables enter and not enter the model.In that any study has deficiency, the last part of the paper summarized the problems and future development direction of this study.Because of the vast basic materials and data analysis in the paper, to ensure the paper has a high readability, some contents are listed in the addendum.
