Knowledge economy era, technology R&D alliance as a new organization of technological innovation is not only effective in the developed countries also more popular in China. However, there are many risks, such as production risk, technology risk, market risk, organization and management risk, moral risk in the implementation process of this intelligent human creative activity of strategic, technology-oriented, instability features. These risks have increased the management difficulty of R&D projects, as well as the failure possibility of the product development and are the main dissolution factors of the alliance, so it is very meaningful to evaluate the risk of technology R&D alliance. At present, most of the literatures mainly analysis the risks of technology R&D alliance from the technical, financial and market aspect, but many fails mainly due to the poor organization management. This article aims to carry out the risk assessment of technology R&D alliance from the organization management perspective and strive to achieve a kind of innovative theories and methods, at the same time provide a theoretical reference for the smooth conduct of the technical R&D alliances in practice.Firstly, on the basis of existing research results at home and abroad, the article extracts a new risk assessment system. And use the questionnaire survey method to study the index system including factor analysis, reliability analysis and correlation analysis. Then use the analytic hierarchy process to determine the weight of each indicator, and establish the risk assessment model of the technology research and development alliance organization management. Finally select the Guangdong Southern Surveying Instruments Co., Ltd. to conduct the applied research, at the same time interpret and analyze the results. On this basis, make some reasonable suggestions to the risk prevention and control of the enterprise’s technical R&D alliances.
