Abstract


Online public opinion that is the public opinion shown by the Internet media.In recent years ,with the development of the Information Technology,Internet has become the main positions that citizens express their views and opinions ,online public opinion reflects the interests of different groups in society,this indigenous forms of public opinion is disseminated quickly, coverage wide and convenient. It provides an important basis for the value of alternative ,weigh of pros and cons in the decision-making process.It also provides a low cost, quick response platform for the public sector understanding the public support .However, due to the shortcomings of the Internet,online public opinion also exist in some important questions,these problems make the the contradictions and conflicts between the online public opinion and the requirements of public decision-making.This has seriously affected the healthy development of Online public opinion and the democratic of public decision-making, and also brought the disputes about the rationality of Online public opinion affect the public decision-making.In this paper, based on the clarifying concept of the Online public opinion and the public decision-making, using both positive and negative cases to describe positive and negative effects that Online public opinion produced.Finally , Proposing suggestions that how to reduce the negative effects of the online public opinion, promoting harmonious and balance development between the online public opinion and the public decision-making.Paper form by the introduction and four chapters. Introduction section explains the research background and significance, research status at home and abroad, and research methods.Chapter I describe the related concepts about the online public opinion and the public decision-making, the bases that the online public opinion affect the public decision-making. Clarify the basic concepts, prepare for the subsequent analysis.Chapter II used the methods of Case Study, on the one hand,explain that online public opinion does exist the advantages that the traditional public opinion can not match , it is increasingly being valued by those in power,clearing the importance of the online public opinion.Chapter III used the methods of Case Study trationally analysis the defects and shortcomings of the online public opinion with three major conflicts, provide an direction of thought that improving the online public opinion ,promoting better absorption of public decision-making .Chapter IV starting to analyze the existing defects from the online public opinion, proposed three strategies of specification in the network , users and public decision-makers, promote the interaction of the online public opinion and the public decision-making with three "forces" together .
