Abstract


National Congress of the CPC for the first time to the grass-roots mass self-government system as our country socialist political system important constituent, made clear "to improve the grass-roots party organization and leadership of the dynamic mechanism of people’s self-governance".Due to various factors, in the current Chinese rural villagers’ autonomous practice, objective existence of democratic election, democratic decision-making, democratic management and democratic supervision four democratic link not supporting the phenomenon, causing the villager autonomy system effect may not be sufficient play.Especially the democratic supervision is weak, so that part of arbitrary power, the village cadres’ behavior is not effectively restrict, partial village cadre administrative violations of most of the villagers’ masses, damage to the village collective and villager masses overall interests, destroyed the normal management order, caused the dissatisfaction of farmer masses.To this end, a number of rural grassroots government and farmer masses according to relevant laws and the spirit of the system, combined with the local rural area actual, actively explore effective ways of democratic supervision. Haizhou area of Lianyungang" while three governance" mode under the background of villager autonomy is to strengthen the supervision of village cadre management behavior in a positive and beneficial attempt.
