Abstract


Abstract:Our coal industry belongs to the traditional industry, its extensive mode of operation derived a serious negative externality problem:Low coal recovery rate lead to serious waste of coal resources, destruction of land resources, serious pollution of groundwater resource, surface plant to reduce; Coal mining and processing of emissions associated product, coal gangue, underground sewage and waste water renewable resources, long-term since failed to effectively use; Demand of the raw coal market exceeds supply for a long time lead to single product structure of coal company and the low added value of the product......In the"12th Five-Year Plan",the national development and Reform Commission show that Coal industry economy structure adjustment is to change the core extensive growth mode for intensive growth mode, intensive economic growth mode refers to in the production scale on the basis of constant, to adopt new technology, improving machine equipment, increase the technology content way to increase production. To reduce, reuse, resources, improve the objective technical innovation system for the coal industry, thus speeding up the development of modern coal industry system, push forward coal industry to industrialization and realize economic, social and ecological dynamic balance between the coal industry development, has become the urgent practical problem of the Xishan Coal electricity Group company. Taking Xishan Coal Electricity Group Company as the object, Low carbon economy, Technological innovation, Enterprise strategy, chaos theory as the theory basis, the paper comprehensive analyzes existing technology innovation system of Xishan Coal Electricity Group Company, from two aspects of the typical problems in system static structure and the dynamic system evolution, in order to realize the systematic study of the Low carbon economy is the core of the perfect technology innovation system of Xishan Coal Electricity Group Company.The main viewpoints and content is:first,the obstacles of technology innovation of Xishan Coal Electricity Group Company to Low carbon economy technology development, the major reason for this is not clear technology innovation goals, inadequate investment, unreasonable innovation system organization structure, technology diffusion and application problems; second static view, analyzed the structure with model analysis key elements and technology innovation system, it is concluded that the relationship of technology innovation system and developing low carbon economy, promote each other mutual reliance of conclusion; third dynamic perspective, discussed of the whole system elements influence of technology innovation system evolution based on chaos theory, to system evolution, and puts forward the chaotic analysis R&D input, the strength of management, government policy three controllable elements of the perturbation can realize technology innovation system of Xishan Coal Electricity Group Company of chaotic control; fourth proposed Suggestions such as optimizing system structure, perfecting the policy mechanism, improving the ability of innovation to consummate technology innovation system of Xishan Coal Electricity Group Company.The paper thinks that it’s the request of the state intellectual economy and low carbon economy development to guide the Construction and evolution of the technology innovation of Xishan Coal Electricity Group Company, and it will help enterprise to clear the innovative direction, to improve the ability of innovation and the scientific and technological content of products, to increase the economic efficiency and the core competitiveness of enterprise, to reduce the consumption of resources and environmental pollution. Perfecting the management of the technology innovation of Xishan Coal Electricity Group Company has certain theory significance and the application value.
