Abstract


With economic globalization and intensified competition in science and technology, the focus of competition is shifted to talent competition. Talent competition, in the final analysis, is the competition of education, whose success depends totally on teachers. Therefore, teacher’s professional development and career planning become popular research fields worldwide, in which an important issue----teacher training, is involved. The traditional“top-down”teacher training, which is much formalized, can no longer meet the requirements of the times. We need to re-examine the effectiveness of teacher training and effectively improve teachers’quality. China now has 14 million teachers in primary and secondary schools, three-quarters of whom are in rural areas. Teachers in Chinese rural areas can be called the new force of basic education in China. The quality of teachers in rural areas directly determines the quality of education in those areas, which in turn, determines the education quality in China. Teacher training is an effective means to improve the quality of teaching staff. Inefficient or ineffective teacher training may result in slow or stagnant development of teacher’s profession. On the contrary, efficient teaching training may promote teacher’s professional development. By adopting the Bottom-Up approach, this study, with the teachers in rural areas as the research objects and some of the primary schools in T County in Daqing City as case study, is aimed at making a survey of the status of rural primary school teacher training. Through empirical research, true statistical data and qualitative information on rural primary teacher training are obtained. A detailed analysis of the data and materials reveals the status of rural primary teacher training in Daqing region. With a view to the shortcomings found in the training, the paper puts forward an effective strategy for the promotion of rural primary school teacher training in Daqing region, which will provide reference for the training of rural primary school teachers in Daqing region, the follow-up educational decision-making as well as the development and implementation of the training program.
