Abstract


The establishment and optimization of regional innovation system is the fundamental solution to greatly raise regional innovation ability and increase regional competition. Through the theoretical study of regional innovation system, this article sets up the regional innovation system evaluation framework integrated with ability of original innovation, ability of realization, innovation ability in enterprises, service ability of innovation, innovation output ability and industrial clusters. It also choose twenty-four secondary indicators based above to evaluate Jiading’s innovation system.Ability of Jiading’s innovation system lies in the middle and upper levels in the whole city and leading position in the rural county overall. Research institutes’s ability of original innovation at a strong level. Infrastructure is improved. Innovation output capacity is obvious. The industrial clusters appeared. There are some problems in Jiading’s innovation system, such as the shortage of government’s science and technology funding, small amount of innovation resources, undeveloped science and technology intermediary service system, weakly interaction between the innovation subjects, uneven distribution of talents, unattractive environment of talent, less efforts to support small technology companies.Accordingly, the article propose improving and developing the strategy of the regional innovation system, provides several policies for perfecting and developing regional innovation system in Jiading, including optimization of innovation resource allocation, improving of the innovation system, regulation of the industrial structure, promoting industrial clusters, increase of investment in science and technology, improving financial services, developing intermediate agency, promoting the interaction between the innovation subjects, improving the innovation environment,building talent highland attracting more talents.
