In the economic life it will occupy a major position, and become the most potential consumption form in modern society .And it will play a important role in reducing information cost, improving information using efficiency and reducing the cost of sales and purchasing cost and so forth.In the field of network consumption, the government responsibility is that government must respond to the development through legislation and policy guidance network market into orbit, and through the update service, meeting the requirements of the public market , and according to the network characteristics and laws of economic activities, and give full play to the functions of government, strengthen the network domain social economic activities, the supervision of diligence to perform its obligations, truly shoulder standard network consumer market and protect the legitimate rights and interest or network consumers.However, due to the stability of the laws and legal lag, there are conflicts and administrative law and policy factors, so the government can depend on, causing in network in accordance with the legislation imperfect, in consumption and poor oversight, service not comprehensive government responsibility flaw.Therefore, the government should play a leading role in the management of network consumption, to consummate the government responsibility network consumption is inevitable. One is to reinforce laws and regulations construction, improving the Internet consumption legislation. Two is to perfect the government function, strengthen the supervision of Internet consumption. Three is to improve the quality of service, safeguard the legitimate rights and interests of consumers. In addition, the government will reinforce technology research and development, improving the net Internet consumption, fully mobilize and play the enthusiasm of each respect, gradually establishment conforms to the development rule of network consumption management system, through the strengthen legislation, perfecting supervision, and use of network consumption characteristics to the management method, we would be able to guarantee and promote the healthy development of network consumption, thus make our network to perfect the government responsibility of consumption.
