Abstract


Citizens are the most basic elements in the political life of the state. They enjoy theright of participation in administrative decision-making which guaranteed by thecountry’s constitution and laws. Citizens’ participation can provide the necessaryinformation for the decision of the government. In the realization of their own interests,governments decision-making become more democratic. In mutual communicationbetween public and government, their relations improved, also can maximize theirinterests. In the current situation, social interest is more and more diversified, differentinterest’s subject also requires more heavily to the democracy of the governmentadministrative decision-making. Encouraging people to participate in administrativedecision-making process become the inevitable trend of the current public participationand become a reality of social needs.In the early ninety’s, the concept of public participation came to our country. Beforethis, the consciousness of public participation in political life also had a certaindevelopment in our country. Has experienced several stages of rapid development,especially in the decades of reform and opening-up, public participation in the politicalmobilization of pressing, gradually transition to actively exercise their rights of initiativeparticipation. However, there are some twists and turns in this progressive trend. It is notdifficult to found that there are still some problems in the public participation inadministrative decision-making in our country, which needs the government and thepublic, society and so on to work together to solve.This article attempts to find the current problems of public participation inadministrative decision-making in our country through the understanding of the currentrelevant laws and specific cases. Put forward suggestions and countermeasures from theview of perfecting the legal system, strengthening government support and cultivatingsocial base, as well as considering western mature experience.
