Abstract


In this paper, the theme of cultural rights , confined by discussion within the international human rights , people's livelihood as the discuss contemporary cultural rights background . So , the implementation mechanism of association of the people's livelihood and cultural rights , cultural rights of people's livelihood and the Perspective are two key issues of this paper . According to these two issues , this paper summarized by cultural rights , the relationship of the people's livelihood and cultural rights , at this stage the public cultural rights Present Survey of the four major components of the realization of the cultural rights of the people 's livelihood and the Perspective mechanism . An overview of the cultural rights is the basis of the study of the main body of this article . In China Minsheng environment , the cultural rights that people are entitled to the right to maintain their own lifestyle and values ??. Cultural rights at this time with its new features , that universality, independence , fundamental openness . Basic connotation of cultural rights include : the right to cultural identity and the right to cultural cooperation ; participation in cultural life and the right to receive education ; rights and to protect the rights of the material and spiritual gains resulting cultural creativity ; enjoy the benefits of scientific progress and cultural right to information . People 's livelihood and cultural rights are closely associated . Cultural rights become important development in contemporary people's livelihood , organic elements , but also the people's livelihood metrics . The protection of cultural rights is an important driving force of contemporary livelihood construction . Building people's livelihood and the environment and conditions for the protection of cultural rights . People's livelihood and the environment at this stage , the results of the implementation of cultural rights is not the same . Some of the new features , new requirements and new challenges in the implementation process of the cultural rights , the main challenge lies in the people poor awareness of cultural rights , and cultural resources to enjoy the uneven cultural rights in law and policy to protect weak . According to the characteristics and challenges of cultural rights , the author proposes the cultivation of awareness of cultural rights , the use of the social and cultural resources , cultural rights protection to achieve three important mechanisms .
