Abstract


Since the 1990s, the international recycling economy is widely recognized for the implementation of the sustainable development strategy. Western countries have been the development of recycling economy, establish recycling economy and society. China learn from the successful experience of developed countries, but also establish a suitable cycle economic development strategy of the country's needs and effective implementation. However, the development of recycling economy in China, whether in theory or practice, are relatively backward in developed countries, so that the effective development of recycling economy also needs a multi-party efforts. Currently, the process of the development of circular economy in China heavy constraints punishment light excitation, the use of the incentive system is obviously inadequate. Therefore, in reference to foreign use of incentives to promote recycling economy experience, combined with China's national conditions, to improve the incentive system of circular economy in China, by relying solely on the government's approach in the past, into a comprehensive approach to the use of economic, legal, technical and implement them. Improve the incentive system, to promote the development of circular economy, green transformation of the mode of economic development. Improve the efficiency of resource use, reduce resource and energy consumption and pollutants, the generation of waste, and promote the environmental, economic and social comprehensive, coordinated, sustainable development, two types of society. Mainly from a legal perspective on our current cycle of economic incentive system theory, the implementation of the status quo and development trend of in-depth research. Circular economy theory are reviewed and discussed the incentive system of China's circular economy development status and evaluation, a comprehensive analysis of the successful experience of the developed countries put forward their views and suggestions, the incentive system of China's recycling economy construction. The full text, in addition to the introductory part of outside, mainly divided into three parts: First, the article by Basic Analysis of circular economy leads to an overview of the circulation system of economic incentives content analysis of the views and the author of the parties views of the scholars of the circulation system of economic incentives, discusses the significance and the necessity and importance of the circulation system of economic incentives. Second, the article introduces the research status at home and abroad on the circulation system of economic incentives, focuses on Germany, the United States, Japan and other developed countries, the cycle of economic incentive system, to find out to promote the development of China's circular economy incentive system experience. Another article outlines the incentive system of the circular economy development in China and achieved initial results, simultaneous analysis of the problems which exist. Finally, the part of the main body of the article, based on the combination of China's specific national conditions, I proposed that the country should be the name of the \The article also describes the proposed additional tax entries, give full play to the price system, the restructuring of the financial system, the implementation of a green investment to increase financial support for the Foundation for the establishment of a recycling economy and other system. In addition to sound non-economic system of economic and technological development by encouraging circulation and carry the way of green education and sound legal responsibility to ensure the circulation system of economic incentives can be implemented smoothly.
