Abstract


The public policy process is generally divided into three stages: policy formulation, policy implementation and policy evaluation . For a long period of time , people have always thought that as long as the policy-making properly, the letter by executing the system will be fully implemented . Given this knowledge , the long - term public policy research focuses on the study of policy-making , to improve the quality of policy formulation to improve or increase the effectiveness of policy implementation . Until the 1970s , in case of failure by some policy experts and scholars started to pay attention to the importance of the implementation of policies and its position began to gradually improve . In fact, the implementation of policies is an important part of the public policy process , implementation and formulation of organic combination . Policy implementation can test the effect of feedback policy makers , policy-making process must take into account the actual situations of execution , also need to test the effect of policy-making and implementation process , the feedback sum up experience gains and losses , so that timely adjustments until the revised policy , improve or profile . Alone emphasis on policy formulation or implementation of any aspect of trade-off will , may result in the implementation of policies and the development of the original intention of the deviation and even execution failure , backfire . Performed by the Labor Contract Law Case cause of failure in the process of policy implementation analysis to identify the crux of this case , the important factors to generalize , to verify its compliance model , and put forward corresponding settlement proposals .
