Abstract


Building a service-oriented government has become the goal of deepening administrative reform of our country. As the representative of the state power at the basic level, the reform of the administrative system will be directly related to the stand of basic-level political power of cohesion and influence. It relates the solution of countryside, agricultural and the farmer’s problems, and it relates the construction of the new socialist countryside effectiveness and the whole social stability. Township administrative management system and the reform has a series of problems, so it needs further study and solving.Based on rich sources of literature, this paper launches a comprehensive analysis on situation, the existence question and its the solution of township administrative system reform, relying on theory of New public management, the reform of the political system, to Provide advice for Related departments.Firstly, the paper elaborates on related concept and theory of township administrative system reform, pointes out course and basic situation and characteristic of the current china township administrative system.Secondly, the paper analyzes problems and the reasons of china township administrative system.At present, there are lots of problems in the township government function orientation, accrual relationship, financial system, institutional setup and personnel quality, closely related to its management system and the financial system. Township administrative system reform has its power, but also resistance, only system reforming can produce institutional innovation and generate more power to promote the development of the society.Lastly, the paper puts forward and analyzes ideas and ways of township administrative system reform:clear accountability configuration and function orientation of township government; sweeten lean and reform of township organization and personnel dismissal reasonably; promote the reform of administrative system; strengthen the political system reform; perfect tax-distribution financial system reform.
