Abstract


Expressing and communicating through network, Network public opinion is the sum of feelings, attitudes and opinions which publics care for and closely related to their own benefit, and it has had much effect on society. Internet public opinions is a format of social public feelings, on the one hand it provide a platform to understanding of the people, clustering their wishes, and also it is a channel for citizens to express the demands and their supervisor power, so it help quicken the process of the social democratization. But on the another hand, some internet public irrational, extreme, and public muggings will mislead public, also will affect credibility of the government, and will brought social stability problems. So the key of this paper is how to make the best use of the situation, keep the correct guidance of public opinion, play a constructive role fully, and promote internet pubic opinions healthy development.The contents,features and function of Internet public opinions is the entry point to theoretically analysis the management from government.This thesis emphasize the new social impact of the internet public opinion arising, focuses on current government framework and it’s problems, and point out the first requirement for good governance from government is safeguard public’s rights of free speech. On this basis, this paper explains and concludes the general thoughts and realistic way of manage the internet public opinions, that is, setting up a scientific and integrated social management system through standard operation system, cohesion and unit the build power of government management and through perfect its safeguard measure to achieve a political picture of discussion and tolerance.
