Food additive safety issues related to food safety, public trust in government and Diet security, So the problem of food additive should be concern of the government and the community.This paper to the recent food additive safety events as the main line, combined with food additives in China’s own characteristics and industry background, to public economics support for, focusing on analysis of government regulation difficulties, and in accordance with the advanced experience of foreign countries, try to catch the food additive safety point. Mainly to solve three problems:First, the difference between food additives and food; Second, based on a combination of theoretical and practical methods to analyze the Government on the need for the control of food additive safety; Thirdly, analysis of the difficult of government regulation, and proposed countermeasures.This paper will be conducted from five parts:Part Ⅰ:Introduction. This part aims to Introduces the purpose of the study, significance, research status and methods.Part Ⅱ:The theoretical basis of the government regulation of China’s food additive safety. Mainly from the perspective of public economics, the analysis of food additives of public goods, asymmetric information, externalities, inference the necessity of government regulation.Part Ⅲ:Reality for China’s food additive safety. An overview of the characteristics of the food additives, and the current development of China’s food additive industry, as well as the control policy is based and institutional settings, to lay the foundation for the next part.Part Ⅳ:The difficulties of China’s food additive safety issues. Incomplete focus from the laws and regulations, the control system is not perfect, the absence of the control system of social cooperation mechanism unreasonable, security detection technology lags behind these five aspects to analyze the problems of government in the regulatory process. Part Five:Regulation countermeasures of food additive safety.
