Abstract


Development is an eternal topic of mankind and also the relentless pusuit of all countries around the world. The ultimate goal of economic and social development is to improve the level of human development, namely a kind of fully and freely development. However, a lot of empirical development facts around the world show that economic growth alone does not necessarily ensure the improvement of the level of human welfare and human development. Therefore, the traditionally recognized key factors of economic growth will not surely have a beneficial effect on the level of human development too.In the context of the intensive trend of world economic integration and the rapid development of international direct investment, foreign direct investment (FDI) has been an important force of China’s economic development. Since foreign direct investment usually brings along rich capital, advanced technology and management knowledge, the level of social welfare in the host country is bound to be influenced. However, the previous analysis of foreign direct investment merely from a economic view is apt to overlook its negative impacts on the host country’s resources and environment, thus leading to wrong judgments of the cost-benefit of introducing foreign capital, even resulting in mistakes of foreign capital policy, and is detremental to the improvement of sustainable human development of the host country.In this paper, a comprehensive perspective of human development is chosen to reexamine the issue. Variouos kinds of research methods like qualitative description and quantitative analysis, theoretical analysis and empirical test, are used. Firstly, the current situation of China’s actual use of foreign direct investment and the characteristics of regional human development of China is qualitatively descripted. Then, taking the sustainable human development index (SHDI) as a new benchmark, not only is the mechanism of foreign direct investment’s impact on the regional human development in China is analyzed theoretically, but also an empirical study on the influence is carried out, using inter-provincial panel data of the thirty provinces in China and from the year1997to2006, based on two basic and extended econometric models, both a full sample of thirty major provinces of China and three sub-samples of the eastern, central and western regions.The main conclusions we get are as follows:Taking into account of the environmental costs of introducing foreign capital and the sustainability of economic, social and human development of China, foreign direct investment, although beening an important economic growth factor, has actually significantly negative impacts on the thirty provinces in China as a whole, and such kind of influence is also characteristic of regional differences. In other words:the impact of foreign direct investment on human development level of eastern China is significantly negative, while such kind of influenceit is significantly positive for western region of China and is simply insignificant for central China.
