Abstract


Along with the rapid development of science and technology, science andtechnology innovation constantly applied to the development of national economy ineach industry, especially the high technology industry gradually became the variouscountries’ economic development in key industries, and its survival and development relyon science and technology progress. Continues to develop science and technologyinnovation ability are important factors in high technology industry, and collaborativeinnovation has become the effective way to improve industrial innovation ability, Onlyfirmly grasp the sword that means collaborative innovation, high-tech industry can bemore intense in the future to seize a favorable position in the domestic and internationalcompetition, and make continuous development.In recent years, the high-tech industry has developed rapidly, and been regarded oneof Liaoning’s key construction industries. It plays an important role in the developmentof the economy in Liaoning. Therefore, to improve Liaoning high-tech industry furtherand step up its development, we should focus on the industry’s innovation anddevelopment ability, especially the improvement of collaborative innovation ability.Based on the collaborative innovation ability theory, the author keeps a view to thecollaborating and sustainable development of the Liaoning high-tech industry. Accordingto the analysis of the high technology industry collaborative innovation ability affectingfactors. Combined with science and technology development, using to analyze and assessthe collaborative innovation ability. Combining high-tech industry status, assess thecollaborative innovation comprehensive ability. Finally from the perfect combination ofinternal collaborative innovation system, industry-university-research cooperation,continuous innovation funding, establish and perfect the policy support environment andso on, provide countermeasure and suggestion to improve Liaoning high-tech industrycollaborative innovation ability.
