Abstract


The twelfth five-year plan is up coming, the technology Innovation becomes more important in the national economy and promote improve comprehensive national strength. The SMEs have irreplaceable advantages in the promotion of technological innovation, but they are still in a weak position in the market, their functions of expanding employment and promoting the technological advancement have not been fully realized. Therefore, the research on SMEs technology innovation policy system is very popular in China in recent years.This paper discussed the promotion of SMEs to economic development and technological innovation, proposed that the nature of SMEs is innovation. On the basis of combing the relevant information at home and abroad, this paper defined the concepts of SMEs and SMEs technology innovation policy system. This paper argued that SMEs are enterprises, the government support small in a market economy. The SMEs technology innovation policy system is an organic whole, its effect can be maximized when all aspects complement each other.This paper drew on the experience of policy systems in developed countries and conducted international comparison, summed up the universal characteristics in promoting science and technology innovation of SMEs, the following concluded:the policy system should be compatible with economic development, policy object must be clear, special policy implementation agency, and sound legal protection system.This paper analyzed the status of SMEs technology innovation policy system in china, proposed the existed shortcomings, like that its management institutions is not unified, lack of production elements and lack of adequate policy, in addition, the social service system for the export business specially is not completed.Under the guidance of the system science, combined with a general tool for scientific and technological innovation, this paper proposed that SMEs technology innovation policy system should be regarded as a dynamic and organic whole, the co-ordinated policies have great effect on completing SMEs between technology innovation policy system. How to complete the SMEs technological innovation policy system? The paper proposed that a unified management institutions, information feedback mechanism and coordination mechanism should be established.
