Abstract


In our country, for a long time, without rivals to provide the same service, the government has a monopoly on the supply of public goods, which results in low efficiency and low level of public goods supply. Particularly it can’t satisfy modern society’s diversified need for public goods.So, to resolve the problem, we should lead diverse corpus into the supply realm of public goods and establish compete mechanism.Compare with the low efficiency of government and the profits-oriented behavior of business enterprise in supplying public goods, the third sector can combine equity and efficiency perfectly, make up for the shortage of government and market and satisfy the need for public goods in different communities. With the advantage of vividness, extensive, innovation, profession and close to the basic, the third sector plays an important role in supplying the public goods. Being subjected to the political setup, economic level and social development, the third sector in our country has arious shortage and irregularity in the process of creation and development, which makes the third sector sink into a predicament when supply public goods. To improve the supply of public goods, we should lead the development of the third sector and look for a balanced point in the government, the market and the third sector.Only stablish an equal relationship among them, can they make full use of respective advantage in supplying public goods and finally perfect the supply mechanism of public goods in our country.The paper adopts system analysis, case research and comparative analysis. By analyzing the practice of the third sector participating in public goods supply in West on country. the paper defines explicitly the function of the third sector in supplying public goods, analyses deeply the predicament and reasons of supplying public goods by the third sector, and finally proposes the diversified relationship among market economy, government function and the third sector, which is the base of public goods supply mode which is high efficiency, complementary, multiple and focusing on citizen need. This acts as a reference and guidance of the third sector participating supply public goods in our country.
