Abstract


At present, with the continuous growing urbanization in China, there have been ahigh level of accumulation of people and their economic activities in urban areas,pushing forward socio-ecnomic development and yet testing the current functions andmanagement systems of the cities with the relevant problems. The balance betweeneconomic development and environment protection of a city has always been a problemto be solved by local governments. The research on urban waste management is ofreference on upgrading the management level of local governments, transforming themanagement concepts of governments and constructing a harmonious environment forlocal governments, the general public and enterprises.Based on the general principles of management and economics, integrating themethods of inductive analysis, selective analysis and comprehensive analysis, thisarticle makes studies on the problems occurred while the City of Harbin deals with itsurban domestic waste management and makes systematic researches on the currentsituation as well as the causes of the urban domestic waste management in Harbin.This article is divided into five major parts. Starting with relevant data on Harbin’surban population, its gross domestic products and the total volume of its domestic waste,the first part analyzes impersonally the importance of domestic waste management tothe future upgrade of the City during the process of its urbanization. The second part isthe theoretical basis of the article which serves as a theoretical support for the followingparts, with public management theories given the priority, also combined with theoriesof urban economics, cycle economics and sustainable development economics. Thethird part analyzes the weight and composition of the domestic waste and the treatmentprocesses of the urban waste in Harbin, and makes key analysis on the current situation,problems occurred as well as their causes on the urban waste management in Harbin. The fourth part makes a summary on experiences of urban waste management in bothdomestic and overseas cities as a reference to upgrading Harbin City’s management ofurban waste. In the fifth part, countermeasures have been put forward aiming at thecurrent urban waste management situation in the City of Harbin.
