Our country at present has become a big country of mobile phone production and consumption, a large number of old cell phones have been produced every year with the high mobile replacing speed and higher attrition. The environment will be impacted ruinously if waste mobile phone treated unreasonably, how to process and use waste mobile phone properly and effectively before it caused a big harm to environment is big problem that need to be solved urgently. The recovery and recycle of waste mobile phone can not only reduce the electronic waste pollution but also recover useful materials in order to realize resource recycling and it also in accord with the target of our country’s policy that construct a circular and economy society.Some developed countries have been relatively mature on no matter recovery of waste mobile phone recycling or recovery, but the recycling of waste cell phone of our country is still in its initial stage. The informal recovery channels and simple backward recycling way are two important factors that restrict the development of waste mobile phone recycling. Facing the huge number of waste mobile phone that produced very year, the reasonable recycling logistics networks as well as economic and practical scheme for waste mobile phone are very meaningful and significant to the disposal recycling and environment protection of our country.This paper designs the waste mobile phone recycling reverse logistics network in view of the present situation of the recycling of waste mobile phones in China as well as learning from foreign advanced experience. In order to make the networks more effectively and the process of applying more smoothly, we use eclipse1.5software and theoretical knowledge of semi-desire facility location method to model the reverse logistics network in waste treatment facility location problem and also use the binary particle swarm algorithm of discrete model to solve the basic model and then using Gini coefficient and the robust optimization method to find a new way and method to optimize the semi-desire facility location problem.
