Abstract


Investment can not only promote the development of an enterprise, it also has the function of guiding the growth pattern and structure adjustment of an enterprise. During "the twelfth five years plan", the whole post enterprise is faced to convert from classical mode to modern mode, from investment promotion to optimal allocation of resources, from seeking scale merit to seeking economical benefit. But the management of investment lacks of systematic and scientific planning, and there are some disadvantages existing such as the current management mechanism and its corresponding methods, and these disadvantages are not adaptable well to the demands of development and conversion of post enterprise any more.This research uses the theories of modern financial management and strategy, studies the investment strategy of the post enterprise of SD province from top to down, which is based on the current situation of this enterprise, and the time period is limited to "the twelfth five years plan". Firstly, analyzed the current situation of investment management, and concluded the successful experiences and existing problems; secondly, analyzed the development environment of "the twelfth five years plan", located the development strategies of subordinated subjects, and brought up the investment strategy of the post enterprise of SD province during the period of "the twelfth five years plan"; finally, focused our research on the guarantee measures of investment strategy, particularly on the construction of investment management structure which is guided by economical benefit and the establishment of evaluating model of investment.This research adopts positive method, data comparison method, PEST method, SWOT method, Porter’s force model, analytic hierarchy process and linear regression technology. The main theory foundations are strategy theory and modern input-output theory. The contributions are:This research firstly brings up a strategic thinking method of investment management of provincial post enterprise. Recently the research works of domestic post enterprises are mainly distributed in the area of reform of financial mechanism, and rarely in the area of financial strategy and investment strategy. This work thinks about the postal investment management from a strategic viewpoint, and brings up a feasible thought to promote the support and development forces for businesses of a provincial post enterprise of investment management by immersing into the local social and economical environments, which is in the framework of central centralized management.This research also brings up a series of efficient management and control modes of investment. Aiming at the problems in investment management, this work brings up "the differential management of construction projects", "the repayment investment for business projects", and other viewpoints, and brings up the practical implementation methods for them. These improves the scientific and efficiency of investment management.This research finally brings up a quantitative investment combination method which is adaptable to post enterprise and subject to the currency limit. This study implements the lack of quantitative works of post enterprise investment by establishing quantitative indexes and mathematical model.
