The large number of medium-sized irrigation, improve agricultural production conditions,enhance the comprehensive agricultural production capacity, improve the ecologicalenvironment, and promote the construction of a new socialist countryside, to ensure nationalfood security has an important role. Water saving reform and water project rehabilitation hasbeen put into practice in medium-sized irrigation area in our country since199. By the end of2010, China’s arrangements to support a total of332key medium-sized water-efficientirrigation renovation project. However, there are more than1,500medium-sized irrigationareas which between three thousand three hundred and thirty-three hectares and twentythousand hectares. Invest in a limited number of irrigation area in need of rehabilitation, Thereis a conflict between the limited invest and the number of medium-sized irrigation area whichin need of rehabilitation. Therefore, when the water-saving transformation of the former, howto select the appropriate irrigation district, in order to full and effective use of the fundsinvested, are the problems to be solved. The scarcity of the operation and management inirrigation areas in China, especially the medium-sized irrigation, is lack, which in greatlyreduced the role of irrigation area. In those areas, irrigation and water-saving transformationoften focus only on engineering, being lack of attention to the ecological environment andsustainable development of the irrigation area.In this paper, international and domestic papers were cited, methods of qualitativeanalysis and quantitative calculation were combined with the actual situation of the eightmedium-sized irrigation, Qingdao, Shandong Province. This paper used the technical routewhich combined theoretical research to empirical research, and studied mainly from thecomprehensive evaluation index system of medium-sized irrigation area, the weight methodfor determining the sustainability of the irrigation, sustainability of irrigation district,countermeasures analysis of medium-sized irrigation, several water-saving reform modessuitable for medium-sized irrigation area of Qingdao. The main achievements areasfollowing:(1) Summarized the existing comprehensive evaluation index system which large and medium irrigation water-saving supporting the transformation used, combined with thecomprehensive development of agriculture and small-scale water key counties forconstruction and other projects, and elaborated the meaning of the comprehensive evaluationindex system in the medium-sized water-efficient irrigation supporting the transformation ofthe degree of urgency of each index.(2) The indicator weights are determined respectively by the Analytic Hierarchy Process(AHP) and entropy method. Integration of subjective weight and objective weight using theweighting method based on game theory. Analyzed and compared the three weights combinethe actual situation, and have take a comprehensive evaluation for Huang tong irrigationdistrict with water-efficient irrigation transformation of the degree of urgency, applying FuzzyComprehensive Evaluation Method. The results show that the weighting method based ongame theory obtained the right to re-more reasonable.(3) Applied Fuzzy Comprehensive Evaluation Method and Ant Colony Projection PursuitEvaluation Method to evaluate the degree of urgency of supporting the transformation of eightmedium-sized irrigation water-saving, Qingdao. Comparative analysis of the results of theevaluation, the evaluation results obtained by the two methods of evaluation are basically thesame, supporting the transformation of the actual situation of eight medium-sized irrigationwater-saving agreement, Qingdao.(4) Combined with large-scale water-efficient irrigation of experience in supporting thetransformation of and existing water-saving supporting the transformation of mode, fivewater-saving transformation modes suitable for the medium-sized water-efficient irrigationtransformation in Qingdao were put forward after taking analysis of the engineering measures,management measures, and other measures of the features of the medium-sized irrigationareas in Qingdao. And select the representative irrigated area in carried out investment-benefitanalysis.(5) Qingdao medium-sized irrigation area water-saving supporting the transformation ofdecision-making support system was established. This system can achieved the storage of thebasic data in various irrigation area, the update and query, as well as the man-machine of theconsolidated of the evaluation process.
