Abstract


Studying and implementing scientific development view as my thesis’s guidance, thorough research board of supervisors and patrol work in two different kinds of central enterprise supervision system of supervision, to grasp two working rules, through the theory with practice, summarize and comparing and analyzing the supervision board and patrol work system, exploring two complementary system:a new mode of sharing and improve state-owned assets supervision and administration commission (hereinafter referred to as the sasac) under the state council of central enterprises in the central regulatory efficiency and the supervision and administration of the enterprises.The supervision of the central enterprises, strong practicality, also has the Chinese characteristic. At present, the two supervision system of the supervision board and patrol work, the relationship between research from the theoretical circle, there are few. In practice, State Property Committee of the State Council, constantly summarize experience has made a lot of progress in work. This paper, from the collect of materials, to accumulate experience, and the theory of analysis, are preliminary. In research the relationship between process, both the practice experience for reference, and present the basic theory and application for China to explore the way of supervision of central enterprises, then using comparative analysis method, through the comparison of the two systems of board of supervisors, and work out the historical inspect, were analyzed. From the practical work, improve to the theoretical analysis, to summarize the essential characteristics of two kinds of supervision system, with the general rule of central enterprise supervision and patrol work multi-through-transport and combining ways, and guide the practice, coordination, advance the overall purpose.Six chapters consist of the thesis. chapter 1:preface, mainly introduced the status and role of the central enterprises in the national economy, and exploring the theory and practical value, and the problems to be solved. Chapter 2:explains in detail the development history of state-owned enterprises, and the system of the formation, development and improvement process. Chapter 3:explains in detail in the central enterprise under the administration of the pilot tour, introduces some practical work of touring working methods. Chapter 4:comparized and analyzed relationship of supervisors and patrol work two supervision system and expounds mutual coordination between them, and demonstrates the relationship with the possibility and necessity. Chapter 5:expounds further strengthen supervision and coordination with the course, and the importance of the system and mechanism of two kinds of coordination with supervisory system is discussed. Chapter 6:puts forward relevant concrete opinions and suggestions.Based on the theory and practice of two different levels, this paper expounds the board of supervisors and patrol work two supervision system, under the administration of implementing the scientific concept of development, the integration of resources, reduce the supervisory cost supervision, sharing, reduce duplication supervision, has a positive meaning.
