Now,Tujia, Miao and other ethnic minorities live in compact communities in theHunan-Guizhou border region.Since the Qin Dynasty, Hunan-Guizhou border areahas been free jurisdiction directly to the central dynasty, was regarded as the"uncivilized" barbarians.Until the Ming and Qing Dynasties, with the Hunan-Guizhouborder area developmented by the central dynasty,This area occurred has changedareas from the tibal chieftainship system to the standard Chinese bureaucraticsystem.They set up officials and schools,practicing policy of englightenmengt.TheHunan-Guizhou border area transformed gradually from “original trritory”to”developedterritory”.After the establishment of the local stream officer power system inHunan-Guizhou border region, due to the upper rulers of the Qing Dynasty and thethe local stream officer groups discrimination against minorities, they fail to recognizethe complexity of the historical geopolitical background. The Regional Officials insistto take "executive-led political, economic, and cultural and educational strategies,they indiscriminate use of force has always been to treat Miaojiang prevention andcontrol means in the process of domination, but also because of the corrupt officials,many measures to alleviate social contradictions can not hospice eventuallyintensifyethnic and social conflicts, the Miao people set off a massive struggleagainst——the_The Miao Rebellion in Qianlong and Jiaqing Periods lasted over twoyears.The Qing government calmed down the rebellion,but cost great money andlabors.Afte the war,the government the Miao Territory reflected the gain and loss inaspect of the management of the Miao Territory,then initiated the local officials by FuNai as the leader to perform a series of political and military reform to restore andrebuild the social order of the Hunan-Guizhou border regionIn this paper, taking Regional Officials of Hunan and Guizhou border areas asthe research object, analysis of influence of Hunan-Guizhou border flow of officialgovernance areas and on the local social development.The article attempts to combthe Regional Officials set the whole story, and the analysis of the terms of reference ofthe Regional Officials in Hunan and Guizhou border areas and Qing governmentelected, assessment and promotion of the Regional Officials investigate the the Regional Officials characteristics and awareness, case analysis, and the typical streamofficer representatives Fu Nai and Yan Ruyu.Through the analysis on theHunan-Guizhou border areas Regional Officials the doings, the role of local officialsat the national and local interaction, which will help to better grasp theHunan-Guizhou border areas of social development, to provide useful lessons fortoday’s national work.
