Abstract


Beijing has startedrapidlyestablishingtheemergency management system since"SARS" accidents in2003. So far, it has been at the forefront of the country and theemergency management capabilityof governmenthas been significantly improved.However, compared with the international metropolis, such as New York,London,there has beenan obvious gap andit has restricted the development ofemergency management capabilityat certain extent.Researching on the evaluation systems ofemergency management wouldcontribute to the objective and comprehensive understanding of the current status ofemergency management of Beijing, discovery the inadequacy of existing systemsandimprove emergency management capabilityeffectivelyto protect people’s lives andproperty and ensure the environmental safetyBased on the investigation in the number and economic losses caused byaccident calamity in Beijing, I analyzethe overall trend, features, and the main reasonofunexpected events occurred and draw conclusion about the basic tasks andrequirements when building emergency management system in Beijing. Afterwards,combination with legal basis, theoretical basis and practical basisin processesof theemergency management system building, I carry out anevaluation systemframeworksuitable for Beijing.Design evaluation index weight questionnaire and sentto experts who is studying on emergency management. After recovered thequestionnaire and sorted,use MATLAB programming to calculateand determine theweight of each index weights.Finally, assess the emergency management of Beijingapplication of this evaluation system to provide a reference for improving theemergency management capacity in Beijing.
