Abstract


For a long time, government official improve work efficiency and convenient work program with government public cars in performing official duties.In the meamtime.official corruption by government cars resources, using government cars for private purposes, wasting government resources,so the government’s public resources and administrative cost, thus causing great consumption of thedissipate. These phenomena harmed the government organs and their staff in the social public image, and not conducive to China’s social security and stability.Then government cars reform become more and more a concerning focus for governmengt administrative leaders and general public. In the background of China’s new government vigorously promote the simplified form, pay attention to actual effect, and saving the administrative cost, reform is imminent.It is not only conducive to China’s social long period of stability but also conducive to social socialist economic construction and improve the harmonious environment of our society. So how to perfectly reform the government public vehicle’usage and mangement has become more and more important we must face straightly.The government cars reform many of our city and area have done some attempts and explorations.The original intention of the reform is good, but due to various reasons, the reform process is not smooth, some of the reforms were half will not to proceed.Not only did not achieve the desired goal but the reform has entered a difficult mud position.The government cars problem has not been solved fundamentally. This paper through to the main reform our current, analysis of monetary model, market model and centralized management model and then summarized the current government cars reform:government financial burden, goemment cars use unefficiency, government cars for personal matters seriously, government cars untra assigned and untra standared.There are a few point of cause of these phenonmenon Public budget system is not perfect, the government cars management system is not perfect, goernment officials in their privilege consciousness obstacle and legal protection mechanism is not perfect. In this paper, from the practice of some foreign countries, the use and management of bus suitable extraction method and experience of reform in China.The government cars reform of government departments should change idea, change the original ruling mode, open the market, promote the bus managed currency and market, to breaking the original management system management bus corruption from the source and then promote the new development of China’s bus reform.The government of any administrative measures is a complicated process government cars reform is no exception.Government cars reform will take into account the economic development of the country and the interests of all.Therefore, in the process of reform will inevitably encounter difficulties and setbacks and even reform repeatedly.But as long as the government is determined to reform public confidence will achieve good results. To reduce administrative cost and to improve administrative efficiency and promote the building of a harmonious society,so there are several points to carry out:Deepening system reform, improving public financial budget and procurement system perfecting supervision mechanism reform of the car, setting up the idea of thrift and the introduction of market mechanisms,these steps as new direction of reform These measures will be the new direction of our country’s important government cars reform.
